The corruption case in the export of Crude Palm Oil (CPO) during the 2022–2024 period highlights weaknesses in natural resource governance and bureaucratic integrity in managing strategic national commodities. Practices such as permit manipulation, abuse of authority, and conflicts of interest indicate violations of public ethics and social justice principles. This study aims to analyze the CPO export scandal from a public ethics perspective and examine its implications for social justice. The research employs a qualitative approach with a descriptive-analytical method through normative, philosophical, and juridical analysis. Data were collected from policy documents, official reports, credible news sources, and relevant academic literature, and analyzed using content analysis techniques. The findings reveal that corruption in CPO exports not only causes significant state losses but also reflects a decline in bureaucratic integrity and a failure to ensure fair distribution of natural resource benefits. This condition leads to decreased public trust and weakened government legitimacy. Therefore, strengthening public ethics, improving transparency in export licensing, and reforming natural resource governance based on Pancasila values are essential to prevent similar practices in the future.
